The Cisco TIP Implementation Profile indicates that third party encoders cannot use SPS IDs between 10 and 20 as those are reserved for use by the CTS decoders for older CTS encoder related support.  So, it is normal to see a CTS encoder use one of those values.  

Your TIP-attached decoder should also not use, or ignore in other words, SPS ID values between 10 and 20 that may be present in CTS encoders streams.
