#5 Need to add Set methods to tip_debug_print.h

Debug global variables defined in tip_debug_print.h are not set correctly when compiling the library as 'SO'.
Need to add set methods for:
LibTip::gDebugOutput
LibTip::gDebugAreas
LibTip::gDebugFlags
LibTip::gDebugPrintfFunc
LibTip::gDebugPrefixFunc
