#3 More useful default index sort

The index is getting long (a mark of success) so a more
useful default sorting of it (arranging Project TIPs by
their different effective states) would be useful.

Suggestion due to Peter Spjuth.

Thinking about this, should be in the order:
In Vote
Accepted
Final
Draft
Withdrawn/Rejected
