Are you using UDP or bare Ethernet? In the latter case the two 
interfaces must be on the same subnet/vlan and have broadcast enabled.
Can you ping between the two ? Does Wireshark or tcpdump show anything?

No, not really. You could of course easily make one by invoking the 
'tipc' tool from c.
You could even do 'modprobe' from c if you want to, as long as your 
program has root access.
