I recompiled the Tiny source (Tiny_Avr-Pic_Bootloader+ (v0.8.2)) using VS 2012 and accepted all the changes the VS software wanted to make and the code compiled 100%.

Did you mean 4550 and 4560?
PLL is enabled in the template of 4550 that comes with the bootloader.
I shows the firmware setting example in PIC18F4550.
I have shown in the ';;;' the changes from the original.

There is a compiled version of TinyBootloader+ in the archive. If you don't need to modify it, you don't have to bother with C# code.
