Your problem should come from the ".hex" file generated by XC8.
Even if your program only use 59% of the flash memory, the ".hex" contains values for the whole flash memory (from address 0 to 1FFF (=8kB=4kWord=max memory for PIC12F1840).
They are some areas that always look the same:
It isn't EEPROM part, it's in the program flash address range :-s
Have you the same problem with other XC8 compiled programs for this PIC? If not, try to locate the differences... I haven't no other idea.

Then follow the indications of the error message.
Please create a range of 0x0000 ~ 0x1F37 the source(HEX) program.
0x1F37 = 2*0x0F9C-1
[0x0F9C,0x0FFF]= bootloader.
