Thanks for the new version of the PIC16F720/818 firmware! I'll replace it shortly.
For Flowcode, you just have to connect your PIC as usual. The only difference is that "TinyPic" is called by Flowcode and not by the user.
You have a example on how to configure "Flowcode" with "TinyPic" in this page: http://tinypicbootload.sourceforge.net/pc_software.html
The only parameter that is required is:
"%f.hex"
To send the ".hex" you have to go in "Build -> Compile to Chip..."

One point that the use, to be worried about.
Configuration data is contained in the HEX file,
it becomes the specifications you want to stop writing,
but it is thought Configuration data could be written as Tinybldwin,
towards the specification to ignore this is good.
By all means, please consider.

I think this is a thing of Flowcode,
but I do not understand how to interface with my PC.
