#15 WAKING_CLOCKS/attribute start up is fixed

WAKING_CLOCKS is fixed at 3s in the current code. this
is bad, since if takes longer than that (or close to
that long) to start the attributes in a paricular
query, lots of data is lost, motes hang, etc.

this should at least be a constant in the query
message, if not something the motes compute locally.
