motes forward query messages (query fragments) for
queries they have partial information about, even if
they have already forwarded a particular fragment.
this can lead to a single frament being forwarded
endlessly through the network, which is bad.

    seems to have been fixed -- solutions:

    - don't resend messages from mote id 0 unless they come
    over the UART or are new
    - use a bitmap in query request messages to list the fields
    that the sender needs
