#11 sample period and time to live sliders inconsistent

The Sample Period slider can only go up to 6319 ms but
the Time to Live slider can go up to 149023 ms. The
client tool also modifies the sample periods that are
typed in by the users. For example, if you type in
sample period of 65536, it gets changed to 65446.
