After cancelling editing a part, the screen appears blank. If mouse scroll is used, or the scroll bar is used, the library parts listing gets redrawn as entries appear on screen, but the items that should have been visible on screen do not reappear until they are rescrolled.
In contrast, after editing a part, saving it, and closing the part editor, the library listing is intact.

I have been watching something similar. The library pane doesn't redraw and appears to be blank if the document is in maximized view mode at the time that you exit the symbol editor, regardless of whether you save or not. It seems to always update correctly if it is in the normal view mode (i.e., it has not been maximized or minimized). It doesn't seem to have anything to do with anything else and has been in there since at least 2.70.xx.
Can you verify that your bug observation is different than this?

Also, it can be repainted by simply clicking anywhere on the library display panel. It doesn't have to be a scroll action.
