#140 Help is not accessed correctly v28002

TinyCAD 2.80.02.462 Released
'Help/Open TinyCAD User Manual' does nothing after new install to a user defined directory within 'Program Files' (C:\Program Files\TinyCAD2802\TinyCAD in my case). (Not even a 'Not found' message.) The *.chm file is actually present in the directory. I don't have a C:\Program Files\TinyCAD directory on this machine. All installations were to directories reflecting the version eg: TinyCad26, TinyCad27 and TinyCad28 etc. The main program works OK.
