[Tiny-cobol-users] Command Line Option Changes

Please don't throw things at me...

I removed the -l -L command line options.  This may require a rework of some
of your make files.  These options will be used to pass information to the
linker in the near future.  The old -L function is now accessed by -P.

I also added -D to generate and keep debugging information, and -B
static|dynamic
