[Tiny-cobol-users] New COMP (binary) usage.

Hi,

I decided to make a holliday from that horrible "inspect" statement today.
So I've got other more soft things to do: implementation of USAGE IS COMP
for our cobol.  And here is it :)

The test program t16 will show (and prove with a little ascii joke) that
the implementation is correct.  Please compile and run it!
