Upon further consideration I will not add support for 'lockserver' to 
the run-time.
The principal reason is that file LOCKS (flock) are not supported by the 
BDB 185 API.
AFAIK, there is no way to ensure data integrity of the index file.

As for 'MONTSUQI', I can't read Japanese, but it does not appear to 
support Win32.

Unfortunately, this means version 0.64 of TC will not support file LOCKS.
