Problem with limited access

In our environment, normal users have very restricted
(read only) access to C:\, especially to the windir
(the data is kept on other drives).
This causes Tinn behave horribly when you try to exit
it; it complains about not being able to write to the
ini file and does NOT exit. The only way to exit is
to kill the process in the program manager,
definitely not something that you want to do on a
regular basis.
