Tinn-R has an option (menu 'Tools/Ini files (path
information') that will shows where the ini files are stored
and is not possible to change it! Tinn-R is really
multi-user, so each user have your unique path.

So, perhaps a good solution for you will be to make a
'backup' of your preferred system configuration and for each
use, the users will to make a 'restore' of it, because all
in "Documents and Settings Directory" will be cleaned after.

Try it and tell me if the problem was solved.
