Sorry for not gettign back to you, I have been busy. I think that when you install PostGreSQL on windows early on in theinstall wizard there is an option to do a default or advanced install. The wording may be different, but you need to select the advanced install and then you can add the includ= e directories. I'll try and sort this out for you soon and I'll post screen images on teh website (but give me a few days...)
