After experimenting with it I found it extremely
difficult to manipulate tilesets as a whole. I think
it would be better if tilesets were displayed in box
form (the way the set would look if you opened it in
Paint) rather than as a line at the bottom of the screen.
Also.. being able to drag one or more tiles from one
tileset to another would greatly speed up creation of
custom tilesets from multiple sources.
The majority of my work is in RPG Maker XP, which uses
various sizes of tilesets and spritesets but each type
is a standard form. IF I could import the tile or
sprite set, do whatever editing and merging I need to
do and then export it back, this tool could replace all
of my other image editing tools.
I'm not much of a programmer but I'll help in any way I
can.

Thanks for your comments, if I would start making TS again,
I'ld certainly represent the tilesets differently, but now
it's too much work to change that.
You can merge tilesets that have the same tile size together
with the copy tiles function (F3).
