#553 Permission : "Level" combo box for group perms sorting

1. It'd be awesome to have the combo box alphabetized.
For example, have the combo box read:
Admin
Basic
Editor
Registered

2. It'd also be great to be able to be able to
add/modify the existing levels to make it easier to
manage assigning perms.

I partly did part 1, combo box done, but not in
tiki-admingroups.
I couldn't understand how the permissions are alphabetically
sorted there but not groups.

This should be 2 separate RFEs.
Please open a new one for 2.
