#980 Not installing on a W.A.M.P. Setup

Per Chealer's recommendation, I'm starting a new
tracker.

This is my WAMP setup:
Windows NT4.0 sp6a
Apache/2.0.46 (Win32)
MySQL 4.0.15
PHP 4.3.2
Tiki 1.7.3

I can't even get through tiki-install.php and I get this
message:

Parse error: parse error, unexpected
T_CONSTANT_ENCAPSED_STRING in
D:\mysite\htdocs\tiki173
\Smarty\Smarty_Compiler.class.php
(240) : regexp code on line 3

Fatal error: Failed evaluating code: '{*'.str_repeat(" ",
substr_count(' {if $can_write eq ''''n''''} We have
problems!
The following directories must be writeable by Tiki,
please
check the permissions on those directories and then re-
run
the install script.

db/
img/wiki
img/wiki_up
modules/cache
templates_c
backups
dump
temp

The directories listed above have full read/write
permissions.
That's all the info I have. No other bells or whistles
going off.

Everything worked great with 1.6.1 then I upgraded.
It all went downhill from there.

    Please can you try and delete lines 2 to 22 in
    templates/tiki-install.tpl ?
    I committed that changed in cvs on both branches, I think it
    fixes it
    but can't verify (don't use wamp).
