#397 Default publish time for new articles is one hour off

When I go to submit a new article
(tiki-edit_submission.php), the default publish time
selected is one hour in the future, instead of the
current time. On mose's site, feu.org, the default
publish time is the current time.

If I leave the default publish time alone, the article
gets published in one hour.

Timestamps on the site generally seem to be correct.
Ex. shoutbox entry timestamps, article and wiki page
timestamps all seem correct.

TikiWiki sees my server timezone as:
EST5EDT : Eastern Standard Time (EST) GMT-05:00

The display timezone is set as:
EST5EDT : Eastern Standard Time (EST) GMT-05:00

Apache global variable $TZ is set as:
EST5EDT

date(Z) returns:
-14400 (that's GMT-4 since daylight saving time is on)

date(T) returns:
EDT
