#1935 Invalid RSS Feeds Break Output HTML

There is a problem where broken RSS feeds will
correspondingly break the HTML validation in Tiki output.

Take for example the slashdot.org RSS feed - it
frequently puts an ampusand (&) in the link URLs, but
does not make these entities (ie. &). As a result,
the XHTML output becomes broken when displaying that
RSS feed in a module.

The solution is fairly easy:
1) Download the RSS feed
2) Convert all entities to special characters
3) Convert all special characters to entities
4) Save the RSS into the database

I imagine PHP has libraries to do the entity-character
conversion - Perl does (HTML::Entities).
