#1726 Menu Module with permissions does not properly display

Create a custom menu with the quick-urls that have
permission fields, and then add this menu in a module.

Now as an anonymous user you should not see all of the
options. As a registered you should. If you log in you
still get the anon version of the module until you
reload the page in your browser (tested on Firefox and
IE) Somewhere it is cached, I think. The module has a 0
cache time when it is created.

Tested on 1.9.RC3 and 1.9 top-of-tree

    Its not caching, its just in tiki-setup or tiki-setup_base ,
    the modules are created before the user login validation and
    check code.

    If I create a template/modules/mod-MyModuleName.tpl.nocache
    file, then things work correctly. The menu permissions are
    correctly checked and options displayed both for anonymous
    and registered.
