#1719 pdf generation does not understand box plugin

The pdf generation does not support the box plugin
correctly, and results in poor looking output.

The box content is incomplete or missing altogether,
and there are a number of extraneous > generated on the
page.

This is true in BRANCH-1-8 and BRANCH-1-9 at this time.

Here is a sample Wiki source which fails to convert to
reasonable PDF.

    PDF has only ever worked best with simple text layouts. Many
    of the fancy wiki plugins will cause you problems.

    PDF has been pulled out from Tiki because we were unable to get the PDF classes (we tried 2) to work reliably. Users are encouraged to use the browser
    to PDF features.
