#1516 Large Files Can't Be Uploaded to Forums

Running Tiki v1.8RC3 -Polaris- it isn't possible to upload
large files greater in size than about 10 MB when
replying to a forum post. In playing with this feature I
encountered a number of oddities with the Forum upload
file feature.

1. In the Forum Admin window changes in the maximum
file size are reflected in the mysql database
(att_max_size) but upon reloading of the Admin form the
new maximum file size is not listed. Instead 1000000 is
listed which is inconsistent with the actual number in
att_max_size.

2. When changing the Forum Admin maximum file size it
would be nice if an automatic check were done to notify
the user if the php.ini maximum upload file size is too
small. Perhaps there are other configuration options in
apache or php that need to be set to accomodate large
file uploads. They should be checked too. I'm not
sufficiently familiar with this to know what should be
checked.

3. As it stands, when I try to upload a 14 MB file as part
of a reply to a Forum post it returns a page that
says "No forum indicated." Alternately, it will return a
page listing all the replies to the current forum post but
without the new post -- silent failure. The settings I
use are the following:
php.ini : post_max_size = 32M
php.ini : upload_max_filesize = 20M
mysql :tiki : Forum : att_max_size = 20000000

    It looks like large files can't be added to the Wiki either
    on the same installation of tikiwiki. It silently fails to
    add the Attachment.

    Checks on the settings before processing an upload are
    missing as documented in InstallTikiRequirements.
    For performing big uploads check RecipeBigUploads.
