#1395 Located IE bug in browse_categories

in 1.8.1, Tiki-browse_categores.tpl, there are two
issues, at least with the moreneat.css (which was
present in a few others, and I assume gets migrated to
many). One seems to do no harm but should be fixed.
The other causes the center table to slide under the
right modules. Here a

1) Missing Table Row Tag
File> temps/styles/moreneat/tiki-browse_categores.tpl

2) Bug fix for CSS
The table problem was fixed in moreneat.css this way.
The width must be 99% and the right/left padding must
be removed (or Opera fails. I don't know why).

This problem should not be happening at all, but there is
a lot of convolution in the moreneat CSS architecture
and it's very hard to track down what is actually
causing the failure. Too much table work (and borders),
as tiki uses, always invites these CSS issues.
