Little cleanup of a method left in r3067 by mistake

Follow-up to r3055: changed `IConfigurable.get_config_options` to `IConfigurable.get_config_sections` and make it generate `ConfigSection` objects.

Now, `IConfigurable` implementers can also document their configuration sections,
with wiki text that should be inserted before (''header'') or after (''footer'')
the configuration options table.

WorkFlow:

* Merged attach-on-create, query navigation and permission enforcement into unified ticket module.
* Fixed bug where a ticket had an empty status upon creation.
* Most permissions are now enforced in the default validator, though the `TicketModule` does some basic viewable/createable enforcement.
* No longer allow create/update when there are validation errors.
* Added titles to the form field control renderers.
* Query now effectively defaults to `status!=closed` by default.

WorkFlow:

* The roadmap now generates a valid query when used with custom ticket states. Closes #2941.

WorkFlow:

* States defined in the `[ticket-status]` TracIni section are now automatically added to the list of available states. This allows queries to work correctly. Fixes #2898.

* More validation enhancements. Most fields should be validating now.
* Fixed a bug where query was failing.
* Added `ITicketEnumContributor` which lets plugins programatically provide extra status, priorities, etc.

Converting ![[MacroList]] to use `trac.util.markup.html`

Convert the ![[InterTrac]] macro to use the `markup.html` class. Also, break out of a <p> when emitting a <table> as well.

Refactored the way a WikiProcessor postprocesses its output, in paragraph mode. It can now handle `trac.util.markup.Element` return values.
