Converting ![[MacroList]] to use `trac.util.markup.html`

Convert the ![[InterTrac]] macro to use the `markup.html` class. Also, break out of a <p> when emitting a <table> as well.

Refactored the way a WikiProcessor postprocesses its output, in paragraph mode. It can now handle `trac.util.markup.Element` return values.

Minor cleanup of the `trac.util` import in the Wiki formatter.

WorkFlow:

* Start of `NewticketModule` and `TicketModule` merge. To test this you'll need to disable `trac.ticket.web_ui.NewticketModule` and `trac.ticket.web_ui.TicketModule`.
* Per-field validation has begun. Previewing a new ticket shows the validation errors for some fields.
* Fields are completely Wiki formatted now, generated by the corresponding Field object.

Hm, a spurious change made it into r3055, which broke the fix for #2657 (support for macros returning div). Therefore I added a test case for that.

The TracIni configuration options can now be defined in the Component that uses them, by implementing an `IConfigurable` interface.

This makes it possible to keep the documentation for the configuration options more accurate.
Now, the TracIni page can use a ![[TracIni]] macro to generate the up-to-date documentation.

Also, this makes it possible for plugins to document and provide default values for their configuration options.

about/config was showing duplicate options.
