TracMercurial: updated the README with the new location of the source

Added redirection files for the new location of the TracMercurial plugin
and the corresponding modified Trac version.

This is needed for a week or two, because some people might expect to find
this here.

TracMercurial plugin moved to common source:sandbox

vc-refactoring branch moved to the common source:sandbox

vc-refactoring: merged latest changes log:trunk@...:2477, now ready to go in the sandbox

TracMercurial: include the GPL licence text and a README (same as the wiki page) in the package

TracDiff branch is now in common source:sandbox

TracDiff: merged in changes from trunk (log:trunk#2319:2474), ready to be moved to source:sandbox/trac-diff

TracDiff: merged in changes from trunk, upto 0.9 (log:trunk#2319:2438)

Plus fixed the SvnRepository.get_changes() method so that it also
works for scoped repositories.

WebAdmin: Fixed invalid XHTML on plugins page.
