If you run tidy on: <html></html
Then it adds the final ">" but it doesn't report that it was missing.
Same for <html><body></body</html

Tidy source has moved on to https://github.com/htacg/tidy-html5,
site to http://www.html-tidy.org/
But modern tidy still does this... strange... but of course it does add it in the output, so quietly fixes it...
If you feel this is a bug please file an issue, and if you find, fix, and test the feature in a tidy fork then you can issue a Pull Request together with sample html and config used.
Tidy needs your support...
Meantime closing this as out-of-date...
