The NS/IE extension <table height> produces a warning "proprietary attribute" and changes behaviour accordingly. But drop-proprietary-attributes does not remove it.

Possibly related to
[ 427669 ] Typo: "heighy" should be "height"
[ 431964 ] <table height=""> not flagged as error

    As you surmised, it is related to bug #431964, which states :

    -----
    As for Tidy, there is a known problem with its checking of illegal
    attributes. The problem is that in most cases, Tidy does not check
    attributes on a per-element basis. Because "height" is allowed on
    certain other elements like <img> and<object>, Tidy ends up allowing it
    on ALL elements.
    -----

    "--drop-proprietary-attributes yes" will only drop attributes that are
    marked in the "attribute_defs" table in "attrs.c", as being
    VERS_PROPRIETARY. The "table" attribute is not marked as such,
    because of the comment described above.

    I suppose a special case hack for "table height" could be made in
    PPrintAttrs() in "pprint.c".
