#2 all sweepout with contents

An essential thing would be if all populate/sweepout
shoud be equal. To merge startup with read, we must
ensure that all contents of components are under
['contents']. So to treat data equally throughout the
system, the sweepout format should be equal that one of
populate format, and both two should allow merge of
startup with read. (or startup with read would not be
merged anymore...)
