#12 Non-Functional

I have installed this and set it to use CL.exe both
from Visual Studio Express 2005 and from VC++ 6.
Neither of these seem to do anything at all. It
installs the plug-ins, I set up the path, it recognizes
the code. However, none of the functions seem to
actually use the C-code provided. Instead, they end as
if blank functions. Even something as simple as the
IsCOn function fails.
