Java and the World needs 310 ASAP!

Note the reference to Java being a cause of the
problem. The current version of 310 provide the
minimum, though sufficient, support for leap
seconds required to prevent such problems in the future.

This the same solution as adopted by 310 so there
is good evidence that 310's approach will prevent any issues.
