If so, navigate to C:\Windows\system32\ in File Explorer. Can you double-click cmd.exe and get it to launch? Does nothing happen when right-clicking and choosing "Run as administrator"? Right-click the start button and choose Computer Management. Under local groups, open Administrators. Is your user listed as a member?
