I found that this only happens if you have tabbed to change
the focus to a different pane of the app. The keys work fine
in the table of contents area (left and right nest and
unnest various sections, as expected), and you can see it
work because of the selection.
In a large page, the focus starts at the first line on the
page, not the last, so you'll have to hold down the key and
wait until it has scrolled down to the last line of the
text. Again, in an XML/Text reader, exactly as expected, but
you don't see that selection move, so it's easy to think it
isn't working. Perhaps there should be a "treat up/down keys
as Page Up/Page Down keys" option?
