#305 Horizontal scrollbar does not appear on component resize

I have detected following situation - if I add panel with ScrollType.AS_NEEDED (or even ALWAYS) to the frame, then add some menu to the frame and then resize some component on that panel such that it does not fit to the panel horizontal scrollbar does not appear till first operation on the browser window (resize, maximize, restore - does not matter which. Vertical scrollbar behaves Ok. Problem occurs in IE6, IE7 and FF 2 (all under Windows, I have not tested with other OSes). TW version 641 (earlier versions are affected as well).

Interestingly, if menu is added to frame before addition of panel horizontal scrollbar behaves properly.
