#20 add EntryPublishedDate/Time tag

Currently the <$EntryDate$> is the date of the first
time the post was created. Even if it has been saved as
a draft.

Can a tag: <$EntryPublishedDate$> and time be added so
that the date of actual publishing is shown on the
blog. (The first publish has been pressed on a post).

This allows the write to scribble down ideas and have
correct publishing dates.

I often create 3 posts at the same time, and modify,
proof read and add them over a weeks time. The appear
in the blog as posted all on the same day. But they
were published on different days.
The <$EntryModifiedDate$> doesn't do the trick
completely as it is the last time the post was changed,
not publish.

A post should probably have 3 dates:
Created, Published, Modified.
