We can implement a tsheg-bar-by-tsheg-bar ACIP keyboard
without much trouble. Note that the usual
"acip_keyboard.ini" process does not suffice (without
tremendous work, anyway), so what we'd do is this:

Use the ACIP->TMW converter (which is used to implement
"Convert Selection from ACIP to Tibetan" at present and
is there under "Launch Converter..." too). When the
user types SHA, they'll see the Roman "SHA" appear.
But as soon as they type a space or hit the Enter key
or press '.' (for non-breaking tsheg), the Rorman "SHA
" will disappear and two TMW glyphs (SHA and tsheg)
will appear.
