#76 Help Files not found

The help file exits but when when one tries to open it via the
"Topic" item in the help menu I get the message:

Unable to open "file://C:\whitney\TextWeaver\help.htm"

The mixing of forward and backward slashes appears to be the
problem. The about URL will not work as a HTTP URL or as a
window path.

This is the same problem as in bug #572882. On Windows
when a hyperlink is clicked, IE is launched by a command
like this "rundll32 url.dll,FileProtocolHandler <url>". The
reasons I can think of is that IE is not installed or somehow
damaged or not set as the default web browser. You can
verify it by typing this command in a cmd window and see if it
launches IE.
