Make performance metrics more customizable (thanks Chi Thong Luong)

Bugfixes:
Fixed Junit-format test report when generated using Windows encoding cp1252
Fixed error #146 where texttest.exe (the pure Windows UI program that most
people don't seem to use) stopped working (thanks Michael Behrisch)
Rationalised actionrunner interface (thanks Matz Larsson)
Made Windows installer build compatible with Python 3.13
