#1 Error during "installation"

I tried to use the tool bye running the TPTagMan
executable but just got the error that
SHGetSpecialFolderPathA was not found in SHELL32.DLL.

I use Win NT 4.0 SP 6 (German version). The version of
SHELL32.DLL is 4.00.

According to quick-view there is a method
SHGetSpecialFolderLocation in the DLL !?

I just wanted to try it out. How do I "install" the
Add-on?
