#85 Manual approval of new user accounts does not work
When the forum is setup to manual approve new user accounts the function does not behave as expected.

Unable to reproduce this.
If it remains an issue in 2.2.7 then I may suspect it is due to how the email is being sent out. No email address is listed in the TO: field, it only uses BCC:.
Unable to reproduce missing emails for approve/reject.
Got a missing code in the link for a manually added member email which goes to register.php
Admin adding member should be able to vouch for the validity of the email address, therefore I will remove the link.
Problem also with approval status showing correctly when only approving/rejecting some of the members on the list.
