Hi Thomas, Thanks for asking, we certainly appreciate the desire to cite Text::Similarity! Unfortunately there is really no publication that could be cited. I think the best course of action might be to mention both the name and version you used (Text::Similarity version 0.10) and provide the URL of the software's home page (http://text-similarity.sourceforge.net) in a reference or footnote. We are of course always interested to know how people have used this software, so if you do get a paper written up please do consider passing that along to us.
