Right now, you can use "automacially checkin after save" in the options.
However it generates a file-based repository automatically if the file
is not under svn and no repository exists ...

on file by file basis

How about creating a test for an "%SVN" tag at the head of a file, the
presence of which would tell TeXstudio to do a commit on save of that
file or, in the case of the tag being found at the head of a master
file, to commit on save of any file in that tree unless that individual
file has a "%NOSVN" tag at its head. (Why you'd want to do that, I don't
know, but someone might.)

This would allow the freedom of working on both version controlled
documents AND non-version controlled files in the same session, without
having to use the manual "checkin" button.
