No

I am using \citeasnoun and \citeaffixed of the harvard package a lot. I would be great to have these commands treated like \cite in syntax highlighting and autocompletion.
Alternatively: Is there a config file to specify LaTeX commands individually for autocompletion and syntax highlighting?

There is. It is done via cwl files.

Note, that TXS autogenerates a cwl file by inspecting the package. But this mechanism is not perfect due to the complexity of LaTeX. Therefore it may not find all specified commands. In particular it cannot guess meaning like 'this is a citation command'. You are welcome to take this cwl as a starting point, improve it and provide it to us, so we can include it in TXS. Edit: since it's almost no work, I did this myself.

Great. Thanks for the pointer. I simply did not find the right spot in the manual. Now it works like a charme. :-)

Here is the cwl file I created.
