#1085 Do we really need two shortcuts for comment and uncomment?

Hi,

Currently, we have two independent shortcuts for comment (cmd+/) and uncomment (cmd+u). Is that necessary?

Intutively, if we already comment s piece code, it make no sence to add another % before the previous %. So I suggest to combin comment and uncomment on the same shortcut, like a switch, two states, either on or off.
