same bug as described here again!

bypass via adding search paths from 'Options -> Configure TXS -> Build -> Additional Search Paths' to $PATH variable.

update to #2378
wrong order of addtional search paths in options causes

"texdoc did not respond to query on" error message

correction of order to:

<hdd letter="">:\texlive\2018\texmf-dist\texdoc;<hdd letter="">:\texlive\2018\texmf-dist\doc\latex;</hdd></hdd>

solves problem.
