No

When the user types Ctrl+Space a list of possible templates matching the current word is provided via a drop-down list. If the current word is empty all options match. When an option is selected, a description of the command is shown.

As an extension; parse the project folder for \def, etc. to get any new commands. Interpret any contiguous block of comments ending at the line above as a description/hint for the command.

As an extension; parse the bibtex file for a matching reference within the \cite{} command. Interpret comments above the @ARTICLE, etc. commands as description.

As an extension; parse the file for any \label command; provide them as options for \ref or \eqref.

I apologize; I had an older version of Texniccenter. Please consider this as a request to to provide options within \cite o r\ref, as I can see that the newer version already supplies code completion for latex commands.

We still work on code completion - hopefully new version of TXC bring you an even better feature.
